I'm currently in an escalated dispute with a seller because he continues to lie to me about my item avaliblitly and has refused to refund my money.
I also have a refund coming from another purchase is it going to go through to my account if I'm in a dispute?

Assuming the dispute is legitimate ( ie, follows paypal's rules), once you've escalated, the seller has a short time to either prove you've received the goods or refund.
