Can I reopen a dispute?

I made a purchase thru Ebay and paid for the item thru PayPal. I didnt like the condition it was in so I contacted the seller and he was ok with me returning the item for a full refund. I shipped it back (with delivery confirmation) and he received it on friday afternoon. I waited until Saturday afternoon for him to give me the refund or at least contact me. He did neither so I filed a dispute and he emailed me back saying that he has no money in his account but that he was expecting a payment from another seller and that i would get the refund by Sunday. Then he tells me to cancel the dispute because it had frozen his PayPal account. So i did (only because he has 100% positive feedback). Should i have done that and if he doesnt refund my money back can i do anything about it? I know i wrote alot but any help would be appreciated. Thanks.

You can file an appeal to have it re-opened but appeals are pretty much a waste of time.  Hopefully this seller refunds you out of his own free will.  If not your last option would be to file a chargeback with your credit card company (if you paid via a CC).

Generally, you cannot re-open a dispute, but I have heard of ebay allowing it if the seller has committed fraud to get you to close the dispute ( which is what it sounds like in this case).

 

Give ebay a call on this and speak to a supervisor if you have to - there's at least a chance that they'll allow it.

 

Be difficult with them if you have to.
