This is my first time buying a prepaid debt card and i went 2 walmart 2 get it and the female there gave me the refill card and not the debt card I called them and they are telling me since i put the money on my new paypal account that i have 2 spend another 23 dollars 2 get the debt card if anyone can help me out I thank you
