Why can I only send $5.19 when there is $24 in my account?

I just added funds to my account using a Green Dot moneyPak and it is showing as being there just fine. The problem is it will only let me send $5.19 without "lifting limit". I don't have a credit card or ATM card to link to the account so how would I be able to send $14.92? I thought that was the point of moneypak, to not use a credit or ATM card. If I had either, this would not have been necessary.
