Help w/"not received" claim

Hi...I sold an item and the buyer paid first class shipping with no insurance (value of item $60.00). I shipped it throu PayPal w/free delivery confirmation. I just got an email saying that it hadn't arrived and the tracking shows it was last documented in another state from it's intended destination. Buyer says that this last shipping center has been known to lose a lot of packages. He of course wants his money back. Since it wasn't insured, am I out the money? Thanks!

Yep you will be out the $60.00. What time fram are you talking about.
have you filed a lost package report with the USPS.
The buyer has up to 45 days from their payment date to file a claim with Paypal.
