HELP!!! How do I get a refund from a seller who scammed me???

I recently purchased some shoes from a seller which turned out to be fake!  I tried several times to contact the seller, but he is ignoring everything I send him.  So I filed a dispute with paypal and there still was no response from the seller, so I escalated it up to a claim.  I just received an email from paypal stating because I received the shoes they cannot issue a refund.

Does anyone else know what my options are in trying to get my money back?

Couple of clarifying questions need to be answered before you can get advice. (1) Did you buy off of eBay or direct with the seller via Paypal? (2) How did you file the claim? It appears you used the "item not received" reason. You should have used "item not as described" reason.

I wonder if PP covers buyers for not as described items off ebay.

You can file a SNAD dispute for items purchased off ebay, your just less likely to win,  you can file your dispute in the resolution center according to this in the security center under the items purchased off ebay section...

What you bought was very different from what you actually got

PayPal's Buyer Complaint Policy lets you submit a dispute for an item that is significantly not as described. By doing so, you have the opportunity to resolve your dispute directly with the seller. Visit the PayPal Resolution Center to file a dispute.
