A seller and I both mutually agreed to cancel a sell. they said it would take around two weeks to refund my money now its been about three months. the seller no longer has an account with ebay. I had filed a dispute on paypal about two months ago right before the seller deleted their account. I thought ebay didn't all accounts to close until all disputes were resolved? Also why is my dispute no longer showing up in the resolution center? Payppal is becoming a scam site siding with sellers and leave honest people out in the cold. So what should i do? Dispute the charge with my bank or file a small claims against the seller and/or paypal.

Unless you escal;ated the dispute into a claim, it would have closed automatically and you'd lose.
If you used a credit card to pay for the item, file a hargeback by calling the customer service number on the back of the card.

I think you should call ebay on this - they'll have a record of this.
