Claim about item paid on eBay with PayPal

Hello dear Members and PayPal staff.
I paid for an item on eBay via paypal like 80 days ago, the seller always told me to keep waiting that everything was ok with the shipment,
I live in Colombia, please go to www.usps.com and the tracking code is:
- USPS Tracking No.
- CQ674371901US

According to USPS, the tracking number says the item arrived in Alaska on August 21.
It could be a duplicate number, mind you - USPS is famous for that.
If you used a credit card to pay for the item, file a chargeback by calling the customer service number on the back of the card.
Otherwise, I think you're going to be out of luck.

I called USPS and they said the the item arrived to Colombia, then sent back to USA. 😞
The seller said they box was emty, nothing in.
and they refuse to send me the item again "because it was stolen in the customs of my country".
I told them to be honest that's no my problem, I never received the item I paid for.
It could be stolen anyplace in the world, if I don't receive it, its not my problem.
