Buyer has wrong address listed in paypal info, has not received the item I sent.. Now what

So this guy I send some items to told me they never came in. So I sent a copy of my shipping receipt to him. He says that the zip code is off by one digit. I looked in paypal records and its what he has on file.
He now says he has not lived at that address for years.
Does he have any right to dipute a claim? He has admitted in e mail that zipcode is wrong, and not lived there for years.

I think he can file a claim- but I'd imagine that you'd win (assuming you have tracking and all of that stuff).

I was told in 2 different e mails he does not live at the address thats listed in paypal. So of course he never received it, he doesnt live there. He had even put down the wrong zipcode in paypal so there is no chance he ever lived there.
I dont have tracking I have a shipping receipt. What **bleep** was I also sent some parts to pick from, on good faith he would mail back the extra ones so now im out the value of those too. So we are both out money.
Its been over a month can he still attempt to file a claim. As of now he hasnt, but also hasnt returned any more e mails since 2 days after thanksgiving.
