"Your account access is temporarily limited"

Hello.

I got this message, but when i scroll down it says "Check your Primary Email for Instructions regarding Additional Required Documentation", but there is no information in any email received. It just says that i have to fix it on my online paypal page. So i basically being sent back and forth with no solution. How do i find the information stating what they want from me to open the account again? There is also NO way to contact them. I have tried for weeks now.
