"You can't use PayPal anymore" Limited Account Issue

A while ago, back in October, my PayPal account got limited. Ever since, I've had funds as my PayPal balance. Way more than the promised 180 days passed since my account got limited/last account activity (transaction) and I've never received the mentioned and promised e-mail. I've tried getting in touch with PayPal through the messages section but it's horrible, and I always end up with an automated message hours after sending my requested e-mail. PayPal used to offer non-automated responses through the message tab, anyone knows how I can actually chat/send an e-mail to an actual human being and receive a written e-mail/message and not some automated message?

Also, is it normal that PayPal breaks their 180 days promise? It has actually been more than 220 days now. Still with no e-mail. Disappointed with PayPal.
