question about dispute

I filed a dispute with a company in China for a product I purchased that doesn't work.  I first tried to contact the company for a refund but got no response.  With PayPal I got a response that they would refund my money if I return the product to China.  That is not acceptable.  I shouldn't have to pay shipping to return a broken product.  But I can't find any place on my dispute page where I can refuse the offer.  My only 2 choices are too cancel the dispute or to enter the tracking number of where I have returned the product.  Can anyone help me?
