paypal chargeback

i recently invoiced 2 customers for products ordered through a third party. one was special order cabinets and the other was custom shower glass enclosure. the cabinets were delivered to me and when I told the customer I had their cabinets they refused to accept them. they told papal items werent delivered. stuck with cabinets (nonreturnable) and a chargeback. the glass enclosure were for 2 showeres. one enclosure was delivered to the customer and partially installed, the second was being delivered and customer cancelled the delivery.  chargebacks were $700 for cabinets and $800 for glass. I am a small business and cant pay the chargeback and cant return to third party the construction materials. Customers lied to their credit card company about the situation

I'm very sorry to hear that a buyer filed a chargeback after you purchased materials and completed some work. I know that would be a disheartening experience for any business. PayPal is not the adjudicating party when it comes to chargebacks issued by a buyer's credit card company. While we are not able to deny their claim, we do provide the credit card company all the information we have about the transaction for their investigation. 

If the client has breached a legal agreement that you've made, you may pursue this matter outside of PayPal to receive compensation for the materials and labor. Regrettably, as the services provider you are responsible for any disputed transactions through the PayPal system.

I need help im done almost for 180 days for limitation but paypal not email me and i cannot get a cash to my paypal balance for my notification i hope can help.me for this
