my connected bank card lost. how do I connect a new card that suspended account? SUSPENDED ACCOUNT

in march Im permanently suspended. I have money in my account and paypal send me an email that after 180 days I can have my money . so after 180 days paypal did send an email to me that I can get my money but the issue is I lost my bank card that I connected to the account. so I cant withdraw money to my card and I cant add a new card because my account is permanently suspended. this is my money I need this money to pay for my loans this is so frustrating. please help
