How long does it take for the account to be reviewed and access allowed again?

That would depend on why it was limited / what paypal need to review / when your turn in the queue is and if they are happy with what documentation you have supplied.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
