hello community, I have been experiencing problems with a fraud issue that im having to get Guarda involvement with and was sent this link the other day by paypal to take to the guards so they could register and get further details

i have followed this link and cant find anywhere that they would log in or make contact to make this request - would anyone know where this be or is this link wrong? Im going to the guards shortly to make a statement, so if anyone could get back to me would be most appreciated
