escalating a dispute to a claim

Even though Case ID: PP-D-49394488 is closed, I did not receive my 2nd item I ordered. I received the 1st item on Saturday, 12/28/2019 which was a grey hooded sweater for 31.29. The 2nd item is a grey wrapped jacket for $49.50. I would like my refund of $49.50 or the 2nd item. I have tried to contact the seller by email and the only response was sent in the Chinese language. I have followed the instructions to do a claim but there is no Escalate to pay pal button. Where can I find an address or fax number to submit a claim? Also, I been trying to resubmit another dispute about the above issue to the resolution center and the submit button comes up with a technical difficulty on their end. I have even done messaging with no response from the agent. Does anyone have any suggestions?

You can reach Customer Support by clicking Contact and the Call Us at the bottom of the PayPal website. They're also available through Twitter direct message or Facebook instant message.
