dispute re: item not received from China

How may I reopen a case with re: China product that was closed?  I need the matter to be looked into since I have been receiving replies from China that they will NOT ship me the item that I purchased.  And they will not refund me.

It would help if you said which dispute you opened / did you escalate to a claim / did it time out / what decision was made by paypal / did you get a tracking number?

I started claim with Paypal.  They requested tracking number which was provided.  Time ran out.  How may I reopen this case?  I also received replies from China that they will not ship my items or refund me.
