Hi. I opened a dispute and demanded a partial refund. You don't even read my messages, you don't even respond, I faxed the evidence... and there is no answer.... I WANT A PARTIAL REFUND TO GIVE THE REPAIR OF THIS LAPTOP. You have the "partial refund" option, I did everything according to your rules and required a partial refund... instead, you're asking me to send the goods back to the seller.... You don't even read my messages... As I understand it..... I have all the evidence that the product does not work and I WANT a PARTIAL REFUND to GIVE the REPAIR of THIS LAPTOP. I DON'T WANT TO SEND THE ITEM BACK TO THE SELLER....

1. This is an advice forum and NOT Paypal customer services.
2. The partial refund option is only available during the 'dispute' phase and you can only get a part refund if the seller AGREES to a partial refund.
3. If they do not and you escalate to a claim then the ONLY option Paypal give you is to return the item back to the seller (trackable to prove delivery) for a FULL refund, Paypal don't deal in part refunds however many capital letters you write your requests in.

Thanks for the quick response.... I have a question... why then the option "partial refund" if before opening a dispute I contacted the seller and he did not agree was for a partial refund..... So this option does not work

When you open a dispute some sellers will agree a part refund with you to save the hassle of having to accept the item back and having to give you a full refund.
Some sellers will offer that option, others will refuse
Did you fund your Paypal payment via a credit card? If so have you considered a chargeback if the item was misdescribed?

Why? I have had sellers that have agreed a part-refund with me, I accepted it and the refund was issued and dispute closed.
Just because your seller did not agree does not make that option useless, only useless for you unfortunately.

Yes with a credit card.... I don't know who you are.... but I don't want you to get into my situation.... that's when you would understand what I'm saying

I am just a seller that uses Paypal and helps out on here.
Do you want anymore advice or would you rather I left it at that as you don't appear to like my opinions / explanations on why you didn't get a part refund?
