I tried to make a purchase from a website that notified me the item wasn't in stock, and they'd send it when it came in.  I immediately responded that I wished to cancel the transaction if it wasn't in stock.  They emailed back saying "we may not be able to cancel your order".  Why does Paypal allow them to do this by disallowing me to file a complaint?
