case closed when it shouldnt

I got an email this morning saying my case my closed because I did not provide proof that i shipped the item back when i did. I put the receipt showing that i sent it back and uploaded to my case file. I have been tracking the item using the number on the case that i provided. I want the case back open and get my money back, but i cant ever get in touch with someone over the phone to talk too. so im coming here for help... How do i get my case reopened and my money back? If paypal wont, do i need to get a lawyer instead?
