cannot delete old address nor upload docs to remove acct limitation

I am unable to delete an old mailing address and not able upload docs to remove acct limitation.

This is insane since Paypal continues to Close all of my requests via Message system and still has not dealt with these issues.

Ive been unable to use my paypal acct to even run credit card transactions from ebay.

Ive got hours into this nonsense.

Someone plz help!!!
