Regarding the image, you can open it in Paint and scale down the image size to allow the image to be uploaded. As far as the proof of address, any information we request to verify a user's identity is typically necessary to resolve the restriction. There should be different options for information we need for verification, and you can always provide any documents you think will satisfy this request to see if it's able to resolve the limitation.
