account frozen

My account has been frozen since March due to account limitation. I have forwarded identity confirmation as requested and this was acknowledged with a message indicating acceptance of the information.   However, my account is still frozen and I have repeated the identity confirmation with no positive result.   Is there a solution to this ?  Fortunately I do not need to use PayPal and my account has a NIL balance but I would like to delete the account but understand that this cannot be done while account is frozen.

duplicate thread, you have been told what to do by a paypal moderator on your many other posts.

And I have complied with the instructions and received acknowledgment but still frozen.  All my contact details and proof of identity on my account have green ticks.
