You can no longer use PayPal - Waiting for 2 years to get my money

My paypal account is suspended on February 20th 2019 and informed that I'll receive an email 180 days later with instructions how to transfer my money in my account. Its been almost 2 years past and never received an email. I do however, regularly receive emails offering paypal credit/debit card, my account statements, my expired credit card etc.

 

I tried numerous times to contact customer support regarding this matter and never had the chance to pass the chat-bot. I also tried to send messages and never got a reply except some automated replies.

 

There is no financial activity in my account for 2 years (i.e. refund requests or disputes etc) and I don't think Paypal is interested in keeping my $500. There must be some sort of technical glitch in not receiving that money transfer instruction.

 

So I kindly requesting your help please...

If you have been told your Paypal account has been permanently limited then Paypal tends to hold any funds for 180 days.... the same time frame that buyers have to open Paypal disputes.

If no disputes are opened in 180 days then normally you are allowed to withdraw the funds. That is as long as you are over 18, the account is in your legal name and registered in the country where you reside.

Sometimes they confiscate funds under this policy.

Paypal also may request further documentation from you before you can withdraw those funds.

May be too late now but contact options for Paypal are accessed by clicking help/contact bottom left of Paypal pages...

1. Paypal phones are slowly re-opening and increasing in numbers (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, during business hours you may also be able to message whilst logged out.

4. Have you considered contacting Customer Service via Facebook or Twitter?

I can still access to my account. Portion of the conversation (which was in Feb 20 2019) with the paypal agent is as follows:

 

Jamie:Okay. Could you advise as to why you have a US account?
Me:Since PayPal Turkey has been shut down operations I opened this account 4 years ago and been using it mostly for my ebay purchases and sometimes I sell stuff on ebay also.
Jamie:So you are not in the US at all correct?
Me:Yes, correct. I do have a legit US PO box address that I've been using for the last 4 years. All my information provided in my profile is correct. SSN was not a reuirement during the past 4 years of my membership so I kept using this account.
Jamie:I do apologize, however you will not be able to utilize this PayPal account going forward as we require that you use a PayPal account from the country that you reside.
Me:I understand. That's why I send a message earlier that I'm not able to provide some information to you and requested either my limitations lifted or have my funds transferred and close this account. By this, I cannot be a paypal member anymore since Paypal is not operational anymore in my country, Turkey.
Jamie:Any money in your PayPal account will be held for 180 days, starting on the date the limitation was placed on your account. The money belongs to you, but is held in reserve to cover any disputes or reversals that may be filed against you. After 180 days, any money in your account can be withdrawn by check or bank transfer. I'm truly sorry I don't have better news.

 

I tried the facebook link you provided but unfortunately I cannot pass the chat-bot.
