Won't remove limitations; won't answer my msgs; received bogus emails to reactivate account

I am at wit's end.  2 weeks ago, PayPal stopped making some of my recurring payments from my bank account.  I have been trying to make up each missed payment with a credit card.  Notifications started to tell me that I need to press a link to "Confirm Info" but the link would not connect me to a workable webpage.  After getting no answer online or by phone, I went into the Help section and figured out how to confirm my info to remove limitations through the resolution center.  I provided a copy of my driver's license, proof of address and reviewed my latest transactions.  It also asked to confirm my business but I am just a customer and have no business to confirm.  That was all done on May 11 and today is May 21.  Human customer service is closed and there is no live chat.  I got onto the message center today at 11:10 am to tell my story.  The message center only tells me for the past 6 hours that someone will respond to my messages within 9 minutes, one hour, or three hours.  I got about ten of those messages.  I have received no responses.   

 

Meanwhile, I received two back-to-vac emails from a suspicious source in regards to my request to "reactive" my account.  I know there was something fishy about the messages.  After desperation, I tried the links and sure enough, Outlook blocked the links and said that they were likely phishing schemes to avoid.   

 

Can anyone tell me what I can do?  If full function of my account is not restored, I may have to move everything to direct credit card payments which I am trying to avoid.
