Why is PayPal assisting criminals?

Purchased an item from a Facebook advert. 

Claimed to be from the USA,  yet a completely incorrect item was shipped to me from China,

Put a claim into PayPal and they are insisting I send the item (with a value of £1.00) back to China 

At a cost of £20 to me.

The seller is known from a Google search to act in a fraudulent manner, yet PayPal insists I send the item back? 

This is PayPal helping the criminals with their activities. 

How do I report PayPal to the authorities?

Might as well report facebook to the authorities for accepting funds for fraudulent ads.

 

Please do research on a merchant/site before buying as anyone can set up a shop and buy an ad these days. Its the dark side of buying online and are like the new spam but for shopping.

PayPal does not have any control over the products or services provided by sellers who accept PayPal as a payment method, and PayPal cannot ensure that a buyer or a seller you are dealing with will actually complete the transaction or is authorised to do so. "

Please report the paypal user to paypal instead:

If you do not accept PayPal's decision with the dispute and you paid with credit card, dispute it through card issuer instead. Their dispute terms may be more broader than paypal's.

Hence why pay via PayPal for protection, but PayPal are helping criminals.
