Why does PayPal not inforce Australian consumer protection laws

I recently purchased a set of wheel on eBay and payed thru PayPal, the seller sent different wheels that don't fit my car
and are illegal to have on my car the seller and PayPal said stiff **bleep** live with it.

Paypal never sees the items under dispute so they make a judgement call, sometimes buyers unfairly miss out and sometimes sellers.
Buyer protection is not an insurance policy and only gives you 'some' limited protection.
However the limited buyer protection offered does not negate your own rights under the laws of your own country.
If you have something like a small claims court or similar you can sue the seller that way OR if you funded your paypal payment via a credit card then you could contact your card issuer and see if they will chargeback for you?
