What happened? Payment sent to me by mistake

Hi PayPal Community.

 

I am a rookie at getting paid via PayPal. I generally use it to pay for items online. Here is the question I have.

 

A user posted a payment to my account by mistake (their error) on July 27.   They emailed me stating that it was meant for another account with a similar name.  I never did anything to accept the payment.  The user then requested a refund.  Upon getting a notification of the refund request, I used the dispute/resolution center to ask for help. 

 

Net result:  The refund was issued (which is 100% appropriate), BUT.... I was charged a fee.  

 

In short - I did nothing, but ended up paying.

 

Has anyone else had this happen?  I just want to understand if anyone else has had this experience.  I have only accepted one payment using PayPal, so am new at this.  Thank you!
