Utility bill denied (account limitation)

Hello. A while ago my account got limited and I couldn't receive or send any money. I sent a utility bill that included my full name and address, just like I was requested to, but for some reason it got declined even though all of the information needed was listed there.

Shortly after, the money I was supposed to receive came through and I had assumed my account had been unlocked, only for me to realize a couple days ago that I'm still locked out of it. I resent the bill while making sure it was still up to date and yet again, it got declined.

For some reason I can't find a way to get in touch with customer support either, so I'm left dumbfounded as to what I've done wrong. Any and all help would be really appreciated!
