Unhappy with Paypal's Dispute resolution

Hi
I recently bought 2 pairs of sunglasses from a retailer in Barcelona. When they arrived, one pair was damaged slightly and the other felt used (very loosed on my head, just didnt feel new). I complained to the retailer but they didnt care and refused to cover return postage (pretty sure this is illegal).
I paid for the return of one pair of glasses at a cost of around £20 and then on the delivery day i notice that the retailer refused delivery. They later said that the box was damaged, which i dont believe. I'm waiting for the parcel to come back to me
I complain to paypal and say that the retailer is behaving dishonestly and have broken EU returns law. They open a case and their resolution is that i can return both glasses (again at my own cost!) to the retailer. SO i'm having to pay twice for postage and there is no guarantee that the retailer will accept the parcel at the other end
i thought paypay buyer protection was stronger than this? If you are sent defective items (i provided photos) then surely the retailer should be forced to cover costs of returns or lose their paypal payment privileges, at least for a short time. This feels more like seller protection
Anyway, there is no option i can see to escalate this and complain about the resolution. Any help?
