There’s a pending invoice payment for target from someone who hacked my account. I got an email about the unusual activity and went and saw there was a charge to Target for $100. I tried to dispute it and it said it wasn’t available to dispute that type of charge. It won’t let me cancel the pending charge either.

You can't dispute a pending charge as no one has been paid yet.
Speak to your bank or card issuer to see if they can stop it processing, if not wait until its completed and then file a dispute for unauthorised?
Advice is voluntary.
