Trying to refund buyer!

Hello All,

I have a dispute against me.  I have messaged the buyer through Ebay and he has agreed to a partial refund.  So, i go to paypal and the screen where refund options are in blue boxes.  Press partial refund, put in amount, and get "unfortunately looks like something went wrong on our side" notification.

Every single time!

  I have had an email saying the ball is now in buyers court, so to speak, he says he has not received any email from paypal.  My account says I have not taken any action despite the email saying I have.

Hope someone can help.  there seems to be a few issues here I know.

I emailed Paypal and got an automated reply which told me how to open a dispute? Useless.
