Trying to escalate a claim

Hello. I’m trying to “escalate a claim” but I don’t have the option. I received an email and PayPal told me to do that and when I go to the claim that option is not there. I have an iPhone. Should I use a computer to do this?

It may work on another device as long as its been more than 7 days since you PAID for the item, if its before that then you have to wait until 7 days for it to show up.
Advice is voluntary.
