Considering an online purchase that seems too good to be true. After all research is complete, the item is still offered by a website. The item normally
sells for around $200.00, but the offer is for less than $50.00. If i make this purchase, and pay via Paypal, and the item is not what is advertised,
will Paypal refund my purchase price? Thanks much!

You can file a Significantly Not as Described dispute if they item is arrives not as described but contemplate if you want to go through the trouble of returning the item to overseas somewhere.
Imho, I don't think you should go for it and will be dissatisfied as similar cases have been reported in the forums of receiving a similar but low quality product or an empty envelope to some nearby address just for a tracking number.
Its fairly rare that merchants sell something at 75% off. Most of the time its 25% at best.
Also do a search on the merchant name and domain name for any scam reviews.
