Stuck in "We noticed some unusual activity" loop

After using my business Paypal account to pay some very large invoices for my employer I received an "unusual activity" email that prompted me to log into my account. After asking me to "secure my account" by changing my password, I still cannot log in. I'm stuck in a loop of continuously being asked to verify my account and change my password.
I've already called customer service. The assured me my account was not limited and should be fine... and maybe I would be able to logon in about 4 hours. It's been about 5 hours and no such luck.
I've cleared my cache, deleted cookies, cleared my history, restarted the computer, and even tried to log in with the app on my phone. Still stuck in the loop.
Anyone have a fix? I'm using my personal Paypal account to write this as I can't access my business account in any way.
