Seller not issuing a refund after Paypal case closed

Hi Paypal Community,
I recently purchased an article only to find out that the seller was based in China and the goods were not going to be shipped to me anytime soon.
I opened a dispute through Paypal to get the order cancelled, mentioning that at no point the seller was giving a shipping estimate.
In the meantime, I emailed the seller who agreed to cancel the order, or so he said.
I closed the Paypal dispute, but I am not getting my refund from the seller. How do I make Paypal aware of that since I can't reopen the dispute, or even send an email/message to Paypal?

Hello and Good day @Solent1 ! Yes, when you requested to close the dispute, Im afraid there is no way to have the case reopened for whatever circumstances. You can try disputing it with your Financial Institution or continue to try communicating with the Seller.
