Seller is scamming me and providing fake proof.

I recently bought a digital good through a website, and the information was invalid. I contacted the seller and he "reimbursed" me by giving me a new product, which didn't work. I messaged him again but he blocked me from messages, so I had no choice but to open up a claim on PayPal. Unfortunately, he photoshopped fake proof and sent it to PayPal to make it seem like I received the product, but I didn't at all. I have proof as well, however. Will PayPal notice this? What should I do?

Your product was not as described.  You need to push this somewhere, the original website where the transaction took place maybe? 

Even if you win with Paypal, they will be sitting on your funds for at least a month.  And if you file a dispute with your credit card, 60 days.  SUCKS but I don't know the solution.  Other than stop to use Paypal altogether.

I cannot make any disputes or claims on the website I purchased from. I don't really care if I receive the money immediately or not, I just do not want the seller to have it because I received nothing. I'm more concerned if they will side with the seller because his proof is photoshopped and I am not sure if PayPal will be able to spot that or not.
