I just created a new account under the same email coz my old account has been hacked. It happen that i reported my old account for some suspiciuos activity. Now my new account under the same email has been limited for use because of the report i made. I already sent a valid id to review my account but the admin has no response yet. Please help.

You can't have the same email address on x2 paypal accounts as an email address identifies a paypal account.

That is unless that previous account was closed.

How to solve this kind of problems? I still have funds in my account and i can't send or use it coz it was limited.

Then resolve the limitation if its temporary.

If paypal have told you that it is permanent then you are not allowed to open another paypal account.

The thing is i already sent my drivers license as a valid id. But still no word from the admin. I can't send either debit card or bank account coz i did not attached either of the two coz i don't have. Is there any other ways to resolve it?

Click on the words "Help / Contact" at the bottom of paypals pages and use the phone option in the blue band at the top OR very bottom of page dependent on what country you are in. Scroll down past the list of help questions and click on 'Call us' bottom of that page. Log in and get the code.
