OK so I got scammed into sending money to a seller (contacted off of a forum) found out they were using pictures from different sellers on eBay.
I am not happy about loosing 360.00 but understand I have no recourse but I see NO WAY to inform PP about this so they can try to stop them from ripping off other people

How do I open a dispute with a seller when a purchase goes wrong?
You can open a dispute in the Resolution Centre of your PayPal account within 180 days of payment if:
•You don’t receive the item
•You receive an item but it’s significantly different than the description on eBay or on the seller’s website
By opening a dispute, you can communicate directly with your seller to work out a problem transaction.
If you reach an agreement with the seller you can close the dispute. If you're still not happy with the result, you can escalate the dispute into a claim. We'll review the claim and decide on reimbursement.
These steps apply to Personal accounts. If you have a Business account, please log in to see the steps that apply to you.
To open a dispute:
1.Log in to your PayPal account.
2. Click on the transaction and use the resolve a problem option at the bottom of that details page.
Note:
•Generally buyers must wait at least 7 days from the date of payment to escalate a dispute for an item not received
•Where an item has not been received, please ensure you have given the seller enough time before opening a dispute

DO NOT CLOSE THE DISPUTE UNTIL YOU HAVE A CLEARED REFUND OR YOUR ITEM WHATEVER THE SELLER SAYS. ALSO DON'T FORGET TO ESCALATE THE DISPUTE TO A CLAIM WITHIN 20 DAYS IF THE SELLER DOES NOT REFUND.
If that does not work then if you funded your paypal payment via a card then contact your card issuer and see if they will do a chargeback for you.

Remember I was talked into using "trusted seller" said I would have to wait if I did not

If you only had the option to open a dispute for unauthorised then did you send the funds using the friends / family option?

Well it was sent to "trusted" I think it is the same, I did not think I could get my money back I just want PP to stop them from stealing from others.
He/She gave me a sob story about having a new account and if I sent it as I SHOULD have the funds would be held and it would delay my item being shipped, I have no doubt it was a new account, they probably get a new one every time they get caught.

It is obvious PP has no interest in stopping people from using their service to scam folks, I did not think I would get my money back but I at least thought PP would want to know who is scamming others, I have been with PP since the very beginning but now I understand why some folks look at PP with disdain

A friends / family (or gift payment) is intended as a transfer of funds from family or friends to one another. For this reason, there is no processing fee when payment is made with bank or PayPal balance.
However as it is a gift payment, there is also no Buyer protection as no goods or services should have been exchanged.
If he was not a close mate or family member you should never use that option as it enables the seller to evade paying his paypal fees and negates your buyer protection at the same time.
You would also not be able to open a dispute apart from one citing an unauthorised transaction but that would be automatically closed as you did authorise the initial payment.
If you funded your paypal payment via a credit card then contact your card issuer and see if they will help you but unfortunately they may decline as well as it was a gift payment.

Course they do if you pay the correct way.
Was he a close mate? NO
Was he a family member? NO
So why would you select that way to pay?
You have buyer protection if you are a buyer and you are not buying anything if you are sending a 'gift' of money via friends/family.
If you were buying something you would have used the goods/services option.
