Seller committed fraud and used PayPal to get paid

I have this same problem with electronic educational programs inc right now! I bought a Cuisinart oil-less fryer and was billed $79 and this company took my money instead of Cuisinart! Should I ask ebay for a refund because PayPal said the purchase was authorized ...sure ...but not for some damn electronic educational program inc scam!
