Seller Cannot Guarantee Cancelation?

Ordered a pool liner which was currently in stock at the time of ordering. Now company is saying it will be 12 weeks out. Well, that's basically the end of summer!  So I called the company directly and said I wanted to cancel.  Since the order is "pending" and so is my PayPal payment, they said they cannot guarantee it will be canceled.  Ok - so you offer an item and people buy the item. Then it is backordered with an outrageous delivery date. I believe the customer should be able to guarantee the order will be canceled as requested.  I work in manufacturing and if a customer calls to cancel an order, we cancel the order.  Why would this be any different?  And I tried opening a case with PayPal, but the notice I received was that this "type" of transaction cannot be provided a case number.  So I guess now I continue to watch my PayPal account to make sure that payment does not hit my credit card.  Very confused, but very disappointed that PayPal does not have my back, apparently.  Any suggestions out there on what I can do?
