I was interacting with someone on facebook about an upcoming concert. They offered me tickets at face value paying through PayPal as a friend. I paid the money but have not received the tickets I think it might be a fake Facebook account. Can I report the email address used anywhere to PayPal I can't find a suitable place to report
You can report him for accepting friends / family payments as a seller but unfortunately unless you used a c.c and can do a chargeback you are not covered by buyer protection.
To report him go to the bottom of this page > legal > paypals acceptable useage policy > there is a link on the word 'report' to report any violations of that policy which includes those that break it to Paypal.
