Temporary limitation on my account and I'm in Turkey

Today I received an email which told me that I have reached a limit of 1800 euros of receiving funds on Paypal and I need to verify information.  

 

I started my Paypal account when I was living in the UK however I've been living in Turkey for the last six months where there is no Paypal service. 

 

Can I still resolve the issue and get access to my funds on Paypal?

Paypal is country specific so if you move countries you have to open another paypal account in the country you reside in and add an address / phone number / bank accounts / cards from within that country.

You are supposed to withdraw any funds / resolve issues / remove cards and bank accounts before you leave your old country. If you don't then you may have problems doing so once you have moved and may need to contact customer services for help to resolve things.
However as you have said Turkey is not available for Paypal services so you won't be able to use it unfortunately.

Normally you would open a paypal account in your new country and paypal 'may' be able to transfer them across for you.

Unlikely as paypal is not available in Turkey.

As I said you would have to contact customer services to see if there are any other options.
