Ripped off, I want to file a dispute and get a refund

So I ordered a desk online, and after a day or two I realized the website I bought the desk off of is a scam site. Because the package that was delivered a couple of weeks later was absolutely NOT what I ordered. I have tried calling PayPal support, filing a dispute in the resolution center (Item never received option is missing) and other contact methods but nothing has worked. Any help?
