Resolve Account Issue

I've had the worst experience ever with trying to get assistance with online help on my account.  Honestly, I can say, this has been the worst.  Really frustrated.  

 

I had fraud on my credit card, but not via paypal.  My financial institution cancelled my card and sent me a new one.  I added the new card to paypal but can't get rid of the old one.  I'm also getting my account is limited.  When I try to resolve my account issue, it tells me to select a card.  Well, I assume I need to select the one I want to remove.  However, when I do it says it will put a small fee on the card.  That makes no sense as the card is cancelled.  

 

I tried explaining this to the online help but they just don't seem to understand and just tell me to follow the resolve limitiations.  I then asked for assistance again only to be passed to someone else.

 

Anyone know how to esolve this?  I don't understand why they don't have a support number.  This is just simply ridiculous.

They don’t seem to be any help at all , 2 weeks and not one response from them either.... very poor Customer service
