I ordered an item and it has not been delivered.  How do I start the process to get my money back??

This is not very clear.  I left a 2nd message to the Seller.  I see a box checked stating I have a message but I looked and it opened up two messages---both from me.  One was a few days ago and one I just posted.  

I see no response from the Seller.  

So do I wait until 4 February?  It says I have to escalate it before the 4th ----I think.

@Custer1 I don't see any reason why you shouldn't escalate now if you have the option to. If you're not confident the merchant is going to respond, there is no reason to wait.
