Hello, I recently filed a claim under the "item not received". Prior to filing, I contacted the seller numerous times about order updates. I kept and attached these in my claim, including "my" tracking number and notice of delivery. If the PayPal resolution center personnel actually looked at and reviewed the buyer's attachments they would've clearly seen, in black and white print, my confirmation order date was 6 DAYS AFTER the start of the tracking number. This alone should be enough, indisputable evidence to refund my account. HOWEVER, PayPal denied my claim saying the seller provided proof of delivery with the tracking number and date of delivery. So BE AWARE, all a seller has to show is any tracking number, from any delivery company, with any date to "prove" the buyer received the order to not be held financially responsible.
I'm very disgusted with PayPal and their lack of commitment to the members. I use my PayPal account, instead of my direct bank account, for another level of cyber security and the peace of mind knowing that if my bank account was hacked or my personal information stolen PayPal would stand behind the account holder. Instead they side with the corporations without any direct proof. My trust in PayPal is over and will limit my account usage or switch to another company all together.

Paypal is a payment processor that gives you some buyer and some seller protection.
So disputes for non receipt are pretty much automated, seller provides tracking = seller wins.
Then its up to you to do some work to assist paypal in trying to recover your funds from your chosen but sadly scam seller.
APPEAL
To submit an appeal on the dispute that was closed, PayPal asks that you obtain a detailed report from the shipper/courier (on their letterhead or some other form of official stationary) that includes the address the seller gave them for the shipment. Or one that includes a statement mentioning your address and saying the item was delivered to a different address. THEY DON'T HAVE TO SAY WHICH ADDRESS IT WAS SENT TO, JUST THAT IT WAS NOT DELIVERED TO YOUR ADDRESS.

When you have that, contact PayPal via phone (log on to your account and click contact at the bottom of the page, or via Facebook (send a Private Message to PayPal) or via Twitter (send a Direct Message to @AskPayPal) and say you want to appeal the denial of the dispute based on the shipper saying the item was delivered to a different address. Once it's submitted (you will be provided with directions on how to do that), the dispute will be reviewed further and a determination will be made.
You also have the option to contact your card issuer if you funded your paypal payment that way and see if they will do a chargeback for you.
Advice is voluntary.
