Resolution Center broken, Account limitations, failed transactions with cryptic errors

The title pretty much sums up the whole situation. But of course details are needed which I'm going to provide.

I've been wasting the whole day trying to receive the amount of 775 dollars from someone.

First of all, some cryptic error that didn't tell him much said that he just can't sent the money right now. However, when he tried, just for testing purposes, sending 1 dollar it went fine. Then we tried with a little higher, 50 dollars, all good. But then when we decided that we'd rather have him send me that amount of cash through small bits of 50$ it didn't allow him anymore sending even 50. He called customer support and they told him it's a problem on MY END. And that is the "account limitations". Something I've never heard of until today, and I won't be able to solve this issue becasue Resolution Center is simply broken on my end, probably has to do with the fact that I'm from Romania? so customer support has to act as poorly as in our country? Probably so. I've watched the help info where there's even a video on how to remove account limitations. But surprise surprise, the option shown in the video, does not show up on my screen. The only option I have is "Report a problem" which leads me to just reporting what went wrong with my transactions. (Which doesn't help in any way, besides that, I tried reporting one and it greeted me with yet another error, typical.). And for the cherry on top, I tried transfering the 50$ from PayPal account to my bank account for no fee of course. I got flipped off by a message that didn't tell me anything other than. "Right now, we’re not able to complete this transaction. Please try again later." Right now? you mean you're too busy with something else? I need more INFO. Because this "right now" turned into 5-6 hours of "right now". So this error is rather displayed here to annoy people, it doesn't give any helpful info. The transfer didn't work no matter what option I tried. I tried direct transfer to credit card with fees, same error, tried sent to credit card but with 1-3 days delay option, same error. I looked up on the community posts, I was shocked to see 1500 more people had this issue and so far I couldn't get any solution to this pathetic error message. The only "solution" to it that worked for some people was sending the money in bits, for example if I have 40 dollars, send 10 to bank account. I have to admit, it advanced a little, but in the end same error popped up, I couldn't send a single dollar to my bank account. I then thought it might be because my bank account can only receive my country's value. So I created another bank account that can receive USD and tried to send 3$ to it. Same error. This website honestly ruined my day. My transaction with this person was supposed to be a 5-10 minute matter, not an entire day, and at the end of it I'm still empty handed and tired. Please, I need assistance, I've been hitting my nose on errors today that it hurts. How can I lift my limitations? How can I receive 700$? How can transfer the money from PayPal to my bank account? I've heard about PayPal many times and thought it's a great app if people praise it so much. But I am extremely disappointed with this.
