Resolution Center asks me to return item that was never sent to me in the first place

Hello all,

I opened up a dispute for a transaction for an item that was never sent to me.  I asked for my payment refunded.

Strangely, Paypal asked me to return the item and provide a tracking number, despite me stating in previous correspondence that I never received the item in the first place.  (Which is the reason why I opened up a dispute to begin with.)

When I try to respond to PayPal via its message center stating the above, I receive an error saying 'Please Try Again', and that something went wrong on their end.

They have given me three days to provide a response.

I was wondering what I should do in this scenario.

Any advice at all, thanks in advance!

I called, received automated phone service.  They asked me to go onto the site and respond to the dispute. When I attempt to respond to the dispute, I get a site error.

Issue remains unresolved.
